Are Users the Gold Standard for Accessibility Evaluation?

User testing is considered as a key part of web accessibility evaluation methodologies. However, it has not been deeply studied how to apply the method or to which extent it is effective for identifying accessibility problems. We conducted an exploratory study with 11 blind users, and results show that some participants did not perceive an accessible website as such, and on the contrary, a website with significant accessibility problems was mostly assessed as accessible. We observed that participants’ perception on the accessibility of websites has a subjective component related to the experience. While experienced users have a greater awareness, less experienced ones have a vague understanding about web accessibility barriers. This suggests that involving blind users for web accessibility evaluation poses some challenges that should be controlled in order to get reliable results. We discuss limitations and practical implications of user testing with blind users for web accessibility evaluation.
